    Additional monthly material support (DEMO) - an allowance for certain categories of citizens. This is a kind of supplement . Payments are made from the federal treasury.     Who is eligible for the DEMO

    The appointment of these additional payments is regulated by Decree of the President of the Russian Federation No. 363 of March 30, 2005. According to the document, DEMO is entitled to:

    • Veterans of the Great Patriotic War who received a disability in the course of participating in hostilities;
    • Citizens who received a disability during the hostilities;
    • Citizens with state military awards of the USSR;
    • Military men who served during the Second World War in institutions that were not part of the main army;
    • Widows of invalids of the Great Patriotic War;
    • blockade;
    • Heroes of the USSR and the Russian Federation;
    • Citizens awarded the Order of Lenin or the Order of Glory;
    • Citizens awarded the Order "For Merit to the Fatherland";
    • Holders of the state award of the USSR, RF;
    • Citizens awarded orders "For Service to the Motherland in the Armed Forces of the USSR" of all degrees;
    • Winners of the Olympics and Paralympics;

    Amount of additional payment in 2019

    The amount of the surcharge was established back in 2005, now it remains at the same level and varies from 500 to 1000 rubles. Its size, unlike other payments, does not depend on indexation.

    An additional payment of 500 rubles is due to the following categories of citizens:

    • Military men who served during the Great Patriotic War in institutions that were not part of the main army;
    • Widows of soldiers who died in the Great Patriotic War, during the Finnish and Japanese wars;
    • blockade;
    • Underage prisoners of concentration camps.

    Please note that DEMO is assigned regardless of other payments, and it also does not affect pension , status and income of a pensioner. Even in the event that a citizen is entitled to any other surcharges, DEMO will still be assigned and will be paid.

    DEMO registration process

    The surcharge is assigned automatically. The need for her appointment is approved by the employees of the Pension Fund of Russia, the basis for issuing a DEMO is the documents that are stored in the archives of the PFR. Thus, those entitled to a surcharge do not need to write an application.

    However, there are cases when citizens, contrary to their rights, are not given a bonus. If this happens, you need to contact the FIU to find out the reason. This may be a mistake of specialists or the lack of necessary documents in the archives of the fund.

    Note that the assignment of additional payments to former prisoners of concentration camps provides for a special procedure. Confirmation of the right to receive a DEMO is based on the data of the state "Fund for Mutual Understanding and Reconciliation". Documents proving that a citizen belongs to this category are transferred to the FIU.

    We add that there is a certain list of places of forced detention of people during the Second World War, so if a citizen was a prisoner in a concentration camp not listed, DEMO will not be assigned.

    Please note that Russian citizens from the above categories living abroad can also receive DEMO. They need to send an application for the appointment of an additional payment to the Pension Fund.

    List of documents to confirm the right to DEMO, if it is not assigned automatically

    Additional monthly material support (DEMO) is assigned to pensioners - citizens of the Russian Federation for outstanding achievements and special services to the Russian Federation, as well as in some other cases. To do this, you must contact the body providing pensions with the appropriate application and supporting documents (clause 2, article 1 of the Law of 04.03.2002 N 21-FZ).

    Step 1: Determine if you qualify for a DEMO

    The right to a DEMO for retirement arises, in particular, for the following categories of citizens of the Russian Federation:

    1) having outstanding achievements and special services to the Russian Federation (clause 2, article 1 of Law N 21-FZ):

    • Heroes of the Soviet Union or the Russian Federation, or Socialist Labor, Heroes of Labor of the Russian Federation, citizens awarded the Order of the Holy Apostle Andrew the First-Called or the Order of Glory of three degrees, citizens awarded the Order "For Merit to the Fatherland" I - IV degrees;
    • awarded the Order of Lenin, laureates of the Lenin Prize, laureates of state prizes of the USSR and laureates of state prizes of the Russian Federation (RSFSR);
    • awarded the Order of Labor Glory of three degrees or the Order "For Service to the Motherland in the Armed Forces of the USSR" of three degrees, champions of the Olympic Games, champions of the Paralympic Games, champions of the Deaflympics.

    In addition, DEMO can be established by the President of the Russian Federation to other citizens of the Russian Federation who have special merits to the people and the state in the field of state, social and economic activities or outstanding achievements in the field of culture, science and technology (clause 5, article 1 of Law N 21-FZ );

    2) in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945. (Decree of the President of the Russian Federation of March 30, 2005 N 363):

    • WWII invalids, WWII participants, former adult and juvenile prisoners of concentration camps, ghettos, etc.;
    • military personnel who served in military units, institutions, military educational institutions that were not part of the army in the period 06/22/1941 - 09/03/1945 for at least six months;
    • military personnel awarded orders or medals of the USSR for service during the specified period;
    • widows of military personnel who died during the war with Finland, the Second World War, the war with Japan;
    • widows of deceased veterans of the Great Patriotic War;
    • persons awarded with the badge "Inhabitant of besieged Leningrad";

    3) recognized as disabled due to military injury, with the exception of persons to whom DEMO is paid in connection with the 60th anniversary of the Victory in the Second World War 1941 - 1945. (Decree of the President of the Russian Federation of 08/01/2005 N 887).

    This material discusses the procedure for obtaining DEMO only by the specified categories of citizens. At the same time, the above list does not cover all categories of persons eligible for DEMO, in particular, former members of the Federation Council of the Russian Federation, deputies of the State Duma, employees of organizations in the field of the nuclear weapons complex of the Russian Federation (part 2 of article 29 of the Law of 08.05.1994 N 3- FZ; paragraph 2 of the Decree of the President of the Russian Federation of 08.23.2000 N 1563).

    Step 2. Prepare the necessary documents

    To apply for a DEMO, you will need the following documents (clause 1, Decree of the Government of the Russian Federation of 06/07/2002 N 390; clause 2 of the List, approved by Decree of the Ministry of Labor of Russia of 08/06/2002 N 53; Rules, approved by Decree Government of the Russian Federation of 30.04.2005 N 273; Decree of the Government of the Russian Federation of 24.08.2005 N 536; paragraph 19 of the Administrative Regulations, approved by Order of the Ministry of Labor of Russia of 28.06.2017 N 520n):

    • application for the appointment of DEMO;
    • passport or other document proving the identity of the applicant, as well as his representative, if the application is submitted by a representative;
    • a power of attorney or other document certifying the authority of the applicant's representative;
    • documents confirming the right to appoint a DEMO (including a booklet and a diploma for the corresponding state award, a laureate diploma, a certificate for the state award of the Russian Federation or an order book, or - in their absence - a certificate from an archival institution, a certificate from the ITU or VTEK - for people with disabilities due to military injury; notice of the death of a spouse, marriage certificate - for widows of military personnel and disabled veterans of the Great Patriotic War).

    Step 3. Submit documents to the body providing pensions

    Such bodies (depending on the category of pensioner) are, in particular, the Pension Fund of the Russian Federation, the Ministry of Defense of Russia, the Ministry of Internal Affairs of Russia, the Federal Security Service of Russia (Article 11 of the Law of 12.02.1993 N 4468-1; clause 8 of Rules N 273).

    For citizens receiving two pensions through various bodies, DEMO in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945, as well as for disabled people due to military trauma, is assigned subject to documentary confirmation that the payment of the specified security is not made by another body providing pension security (clause 9 of Rules N 273).

    Step 4. Wait for the decision to assign a DEMO

    According to the application submitted to the FIU, a decision is made no later than ten working days from the date of receipt of the application and the necessary documents. If the PFR refuses to satisfy the application, the citizen will receive a notification within five working days from the date of the decision indicating the reason for the refusal and the procedure for appealing the decision (paragraph 12 of the Administrative Regulations).

    DEMO to citizens who have outstanding achievements and special services to the Russian Federation is assigned from the day they apply for it, but not earlier than the day the corresponding pension is assigned and is paid simultaneously with it (

    Additional material support, as indicated, is a kind of material support. The latter, as follows from the above, is the main element of social security, including such methods as cash payments (pensions, benefits) and in-kind security. feature additional security is its auxiliary character in the system pension provision: additional material support encourages for special merits or compensates for harmful working conditions, life.

    Based on its purpose, additional material support is assigned to certain categories of citizens, and the circle of these categories of citizens is much narrower than the circle of citizens receiving basic material support (compare, for example, the number of pensioners in general and some of them receiving additional material remuneration as Heroes Soviet Union).

    The legislation on additional monthly material security consists of separate legal acts that establish the grounds, amounts and procedure for paying security. These acts can be adopted at the federal level and at the level of subjects of Russia, since according to paragraph "g" h. 1 Article. 72 of the Constitution of the Russian Federation, issues of social protection are assigned to the joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation.

    One of the court cases is interesting in this regard. The prosecutor of the Voronezh region applied to the court to invalidate paragraph 1 of the decree of the administration of the Voronezh region of May 4, 1995 "On additional measures for the social protection of participants in demining groups in the region in 1943 - 1945", as well as paragraph 1.4 and 7.1 of the Regulations on the procedure for assigning and paying a monthly supplement to state pensions to participants in demining groups in the Voronezh region in 1943-1945, approved by the decision of the regional administration of October 24, 2003 No.

    In support of the stated demand, the prosecutor referred to the fact that the contested norms of the decision of the regional administration and the Regulations, which provide for the appointment and payment of a monthly supplement to pensions only for those members of demining groups who permanently reside in the territory of the Voronezh region, are permanently registered in the territory of the region, and the termination of the payment of the supplement in connection with leaving for a permanent place of residence outside the region, contrary to federal legislation and the legislation of the region. By decision of the Voronezh Regional Court of September 24, 2004, the prosecutor's application was denied.

    On February 9, 2005, the Judicial Collegium for Civil Cases of the Supreme Court of the Russian Federation refused to satisfy the submission, stating that federal legislation does not provide for the provision of additional financial support to citizens for participating in demining the country's territory during the Great Patriotic War. In this regard, the constituent entity of the Russian Federation had the right to establish monthly additional payments to the pension of these persons at its own level. At the same time, the regional administration had the right to extend the above pension supplements only to residents of the region and, when they left for permanent residence outside the region, stop paying these allowances, since they are financed from the regional budget.



    The federal regulations in the field of additional material support include the following:

    1) Federal Law "On additional monthly material support for citizens of the Russian Federation for outstanding achievements and special services to the Russian Federation" dated March 4, 2002 N 21-FZ and the Decree of the Government of the Russian Federation "On some issues of implementation federal law“On additional monthly material support for citizens of the Russian Federation for outstanding achievements and special services to the Russian Federation” dated 07.06.2002 N 390;

    2) Decree of the President of the Russian Federation "On measures to improve the financial situation of certain categories of citizens of the Russian Federation in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945" of March 30, 2005 N 363 and Decree of the Government of the Russian Federation "On approval of the Rules for payment additional monthly material support for certain categories of citizens of the Russian Federation in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945” dated April 30, 2005 N 273;



    3) Decree of the President of the Russian Federation “On measures to improve the financial situation of disabled people due to military injury” of 08/01/2005 N 887 and Decree of the Government of the Russian Federation “On the procedure for paying additional monthly material support to disabled people due to military injury” of 08/24/2005 N 536;

    4) Decree of the President of the Russian Federation "On urgent measures of social support for specialists in the nuclear weapons complex of the Russian Federation" dated 08.23.2000 N 1563 and Decree of the Government of the Russian Federation "On measures to improve the system of measures of social support for specialists in the nuclear weapons complex of the Russian Federation" dated 01.09.2005 N 549 who approved the Regulations on the establishment, payment, recalculation and indexation of the amount of additional monthly lifelong material support for citizens who worked in organizations of the nuclear weapons complex of the Russian Federation and military representations of the Ministry of Defense of the Russian Federation established in these organizations upon their retirement;

    5) Decree of the Government of the Russian Federation "On approval of the list of positions of members of the flight crews of civil aviation aircraft, work in which entitles them to a monthly supplement to the pension in accordance with the Federal Law "On additional social security for members of the flight crews of civil aviation aircraft" dated 14.03.2003 N 155";

    In the listed legal acts, the established payments are most often referred to as additional monthly material support, but sometimes as a monthly supplement to the pension (Decree of the Government of the Russian Federation “On approval of the list of positions of civil aviation flight crew members, work in which gives the right to a monthly supplement to pensions in accordance with the Federal Law "On additional social security for members of flight crews of civil aviation" dated March 14, 2003 N 155). additional character.

    Additional monthly material support is made regardless of the receipt of other payments provided for by the legislation of the Russian Federation, the legislation of the constituent entities of the Russian Federation and acts of local governments (for example, pensions, subsidies, compensations, etc.). This is the essence of the sign of additionality of the considered type of security.

    According to the preamble "On additional monthly material support for citizens of the Russian Federation for outstanding achievements and special services to the Russian Federation" dated March 4, 2002 N 21-FZ (hereinafter - Law No. 21-FZ), its purpose is to determine the conditions and procedure for the appointment and payment of additional material provision for outstanding achievements and special services to the state to citizens of the Russian Federation.

    In accordance with Law No. 21-FZ, citizens of the Russian Federation residing on the territory of the Russian Federation, receiving a pension, a monthly life allowance paid to a retired judge, and having outstanding achievements and special services to the Russian Federation, are entitled to additional monthly material support for outstanding achievements and special services to the Russian Federation.

    Law No. 21-FZ (clause 2, article 1) indicates the categories of citizens who are assigned additional material support:

    1) Heroes of the Soviet Union, Heroes of the Russian Federation;

    2) citizens awarded the Order of the Holy Apostle Andrew the First-Called;

    3) citizens awarded the Order of Lenin;

    4) citizens awarded the Order "For Merit to the Fatherland" I degree, citizens awarded the Order "For Merit to the Fatherland" II degree, citizens awarded the Order "For Merit to the Fatherland" III and IV degrees;

    5) citizens awarded the Order of Glory of three degrees;

    6) Heroes of Socialist Labor;

    7) citizens awarded the Order of Labor Glory of three degrees;

    8) laureates of the Lenin Prize, laureates of state prizes of the USSR and laureates of state prizes of the Russian Federation (RSFSR);

    9) citizens awarded the Order "For Service to the Homeland in the Armed Forces of the USSR" of three degrees;

    10) champions of the Olympic Games, champions of the Paralympic Games, champions of the Deaf-Olympic Games.

    Citizens who have the right to additional material support in accordance with Law No. 21-FZ, to additional material support in accordance with other regulatory acts, to the long-term pension provided for by the legislation of the Russian Federation, established by persons who held positions in state authorities and administration of the Union SSR and RSFSR, who filled public positions of the Russian Federation and public positions of the federal public service, for additional payments to pensions established by the legislation of the constituent entities of the Russian Federation and acts of local governments, for salaries for the titles of full member and corresponding member of the Russian Academy of Sciences, Russian Academy of Medical Sciences , the Russian Academy of Agricultural Sciences, the Russian Academy of Education, the Russian Academy of Arts and the Russian Academy of Architecture and Building Sciences, is assigned either additional material support in accordance with n by this Federal Law, or one of the other specified payments at their choice.

    This means that the receipt of such cash payments actually deprives the citizen of the right to additional material security in accordance with the Law of March 4, 2002 N 21-FZ, and that its establishment in this case is possible only if other payments are terminated. These payments include:

    a) additional material support on the basis of other regulatory enactments;

    b) a long service pension established for persons who held positions in the bodies of state power and administration of the USSR and the RSFSR, who held public positions in the Russian Federation and public positions in the federal public service;

    c) pension supplements established by the legislation of the constituent entities of the Russian Federation and acts of local governments;

    d) salaries for the titles of full member and corresponding member of the Russian Academy of Sciences, the Russian Academy of Medical Sciences, the Russian Academy of Agricultural Sciences, the Russian Academy of Arts and the Russian Academy of Architecture and Building Sciences.

    As you can see, in the paragraph under Art. 1 of Law No. 21-FZ does not stipulate that citizens should have the right to additional material support in accordance with other regulations or to additional payments to pensions established by the legislation of the constituent entities of the Russian Federation and acts of local government, on the same grounds that are provided for the appointment of an additional material support by the commented Law.

    This implies a general principle - when deciding on the establishment of additional material support according to the norms of Law No. 21-FZ, any types of additional material support and additional payments to pensions provided for by other regulatory legal acts, both federal and regional, are taken into account, regardless of the grounds their appointments. Here it is required to take into account both additional material support for special services to the subject of the Russian Federation, and the monthly supplement to the pension, assigned on other grounds.

    Citizens who simultaneously have the right to receive additional material support for several reasons specified in paragraph 2 of Art. 1 of Law No. 21-FZ, additional material support is established according to one of them, which provides for a higher amount, regardless of the number of titles and awards. For example, the Hero of the Soviet Union, who is also an Olympic champion, will receive one additional material support. Also, the multiple champion of the Paralympic Games, despite having several gold medals, will be provided with one additional material support.

    For other citizens of the Russian Federation who have special merits to the people and the state in the field of state, social and economic activities or outstanding achievements in the field of culture, science and technology, the amount of additional material support may be established by the President of the Russian Federation.

    Additional material support is established in the amount of:

    1) Heroes of the Soviet Union, Heroes of the Russian Federation, Heroes of Socialist Labor, citizens awarded the Order of the Holy Apostle Andrew the First-Called or the Order of Glory of three degrees, citizens awarded the Order "For Merit to the Fatherland" I degree - 415 percent of the base part of the labor pension for old age;

    2) citizens awarded the Order of Lenin, citizens awarded the Order "For Merit to the Fatherland" II degree, citizens awarded the Order "For Merit to the Fatherland" III and IV degrees, laureates of the Lenin Prize, laureates of state prizes of the USSR and laureates of state prizes of the Russian Federation (RSFSR) - 330 percent of the basic part of the old-age labor pension;

    3) citizens awarded the Order of Labor Glory of three degrees, citizens awarded the Order "For Service to the Homeland in the Armed Forces of the USSR" of three degrees, champions of the Olympic Games, champions of the Paralympic Games, champions of the Deaf Olympic Games - 250 percent of the base part of the old-age labor pension.

    Decree of the President of the Russian Federation of March 30, 2005 N 363 in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945, in tribute of deep respect to war veterans, from May 1, 2005, additional monthly material support was established for the following categories of citizens:

    a) invalids of the Great Patriotic War, participants of the Great Patriotic War from among the persons specified in subparagraphs "a" - "g" and "i" of subparagraph 1 of paragraph 1 of Article 2 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans ", former minor prisoners of concentration camps, ghettos and other places of detention created by the Nazis and their allies during the Second World War - in the amount of 1000 rubles;

    b) military personnel who served in military units, institutions, military educational institutions that were not part of the army in the period from June 22, 1941 to September 3, 1945 for at least 6 months, military personnel awarded orders or medals USSR for service during the specified period - in the amount of 500 rubles;

    c) widows of military personnel who died during the war with Finland, the Great Patriotic War, the war with Japan, the widows of deceased invalids of the Great Patriotic War - in the amount of 500 rubles;

    d) persons awarded the badge "Inhabitant of besieged Leningrad" - in the amount of 500 rubles;

    e) former adult prisoners of Nazi concentration camps, prisons and ghettos - in the amount of 500 rubles.

    In pursuance of this Decree of the President of the Russian Federation, Decree of the Government of the Russian Federation of April 30, 2005 N 273 approved the Rules (hereinafter referred to as Rules No. 273), which determine the procedure for assigning and paying additional monthly material support to the specified categories of citizens of the Russian Federation in connection with the 60th anniversary of Victory in the Great Patriotic War war of 1941-1945.

    These Rules establish that if a citizen belongs to several of the above categories, additional monthly material support is assigned on one of the grounds providing for a higher amount. Rules No. 273 provide (clause 10) that additional monthly material security does not have to be paid to pensioners.

    Decree of the President of the Russian Federation of August 1, 2005 N 887 "On measures to improve the financial situation of disabled people due to military trauma" established from September 1, 2005 an additional monthly material support in the amount of 1000 rubles for citizens of the Russian Federation recognized in the prescribed manner as disabled due to military trauma, for with the exception of citizens to whom additional monthly material support is paid in accordance with Decree of the President of the Russian Federation of March 30, 2005 N 363 "On measures to improve the financial situation of certain categories of citizens of the Russian Federation in connection with the 60th anniversary of Victory in the Great Patriotic War of 1941 - 1945 years".

    In pursuance of this Decree of the President of the Russian Federation, Decree of the Government of the Russian Federation “On the procedure for paying additional monthly material support to disabled people due to military injury” dated August 24, 2005 N 536 established that applying for additional monthly material support to established disabled people due to military injury, its appointment and payment are carried out in in the manner prescribed by Rules N 273.

    Decree of the Government of the Russian Federation of March 14, 2003 N 155 (hereinafter referred to as Decree No. 155) approved the list of positions of civil aviation flight crew members, work in which gives the right to a monthly supplement to the pension. If the previous Decrees of the President of the Russian Federation considered, additional monthly material support was established for categories of citizens who lived in difficult conditions in a certain period of time (wartime). then Decree No. 155 provides for additional monthly material support for categories of citizens on the basis of occupational hazard.

    The list approved by Decree No. 155 includes such positions of civil aviation flight crew members as pilots, aircraft commander, aircraft inspector commander (instructor, mentor), pilot, co-pilot, observer pilot, navigator pilot, chief pilot, navigator, navigator-leader, navigator-aerial surveyor, navigator-aerial surveyor, flag-navigator, on-board engineers, on-board engineer-inspector (-instructor, - mentor), on-board engineer-navigator, on-board aircraft mechanic, on-board mechanic- inspector (instructor, mentor), on-board radio operator of an aircraft, etc.

    Additional monthly material support is established by Decree No. 155 in accordance with the Federal Law "On additional social security for members of flight crews of civil aviation aircraft" dated November 27, 2001 N 155-FZ.

    Decree of the President of the Russian Federation of August 23, 2000 N 1563 (hereinafter - Decree No. 1563) in order to ensure effective targeted social support for specialists in the nuclear weapons complex of the Russian Federation, as well as the succession of personnel in this complex, in accordance with Art. 80 of the Constitution of the Russian Federation, pending the entry into force of the relevant federal laws, an additional monthly lifelong material security is established upon retirement in accordance with the Federal Law of December 17, 2001 N 173-ФЗ "On labor pensions in the Russian Federation" or on an early issued pension in accordance with the Law of the Russian Federation of April 19, 1991 N 1032-1 "On Employment in the Russian Federation" and subject to the termination of employment in organizations of the federal executive body that carries out the functions of pursuing state policy in the field of development and safe operation of nuclear weapons complex of the Russian Federation, which are part of the nuclear weapons complex of the Russian Federation, and (or) in the military representations of the Ministry of Defense of the Russian Federation, created in these organizations, to the following categories of citizens who were directly involved in the types of activities provided for in paragraph the words approved by the same Decree:

    Citizens awarded with orders of the Russian Federation and (or) the USSR, laureates of the Lenin Prize, laureates of the State Prizes of the USSR and laureates of the State Prizes of the Russian Federation (RSFSR), laureates of the Prize of the President of the Russian Federation, laureates of the Prize of the Council of Ministers of the USSR and (or) RSFSR, laureates of the Prize of the Government of the Russian Federation during the period when they carry out the types of activities indicated in the list in organizations of the nuclear weapons complex and (or) in the military representations of the Ministry of Defense of the Russian Federation established in these organizations, and having an insurance work experience in these organizations of at least 15 years;

    Citizens to whom an old-age labor pension is assigned in accordance with subpara. 1 or 2, paragraph 1 of Art. 27 of the Federal Law "On labor pensions in the Russian Federation" when they carry out the types of activities specified in the list in organizations of the nuclear weapons complex and (or) in the military representations of the Ministry of Defense of the Russian Federation established in these organizations, as well as to citizens who retain the right to early appointment old-age labor pension under the specified conditions.

    Subparagraphs 1 and 2 of paragraph 1 of Art. 27 of the Federal Law "On labor pensions in the Russian Federation" provides for the following categories of persons:

    1) men upon reaching the age of 50 years and women upon reaching the age of 45 years, if they have worked, respectively, for at least 10 years and 7 years and 6 months in underground work, in work with harmful working conditions and in hot shops and have an insurance record of at least 20 and 15 years old;

    2) men upon reaching the age of 55 years and women upon reaching the age of 50 years, if they have worked in jobs with difficult working conditions for at least 12 years, 6 months and 10 years, respectively, and have an insurance record of at least 25 and 20 years, respectively.

    Citizens who retired before the entry into force of Decree No. 1563 (subject to the conditions listed therein) are also entitled to additional monthly material support.

    Decree No. 1563 provides additional monthly material support not only to categories of citizens allocated by the presence of awards, the severity of working conditions, but also by lists of activities. Decree No. 1563 approved the following types of activities in the organizations of the nuclear weapons complex and (or) in the military representations of the Ministry of Defense of the Russian Federation established in these organizations:

    1) development, testing, production, dismantling of nuclear charges and nuclear munitions, their components and models containing fissile materials, radioactive substances, sources of ionizing radiation, as well as activities for the direct organization of these works, control over them and ensuring safety during their implementation ;

    2) production of fissile materials, radioactive substances, sources of ionizing radiation for nuclear charges and (or) nuclear weapons, their handling at all stages of their life cycle;

    3) storage, Maintenance transportation, preparation for use of nuclear munitions and their components containing fissile materials, radioactive substances, sources of ionizing radiation, prevention and liquidation of accidents with nuclear charges and (or) nuclear munitions, as well as activities for the direct organization of these works, control over them and ensuring security during their implementation;

    4) dismantling of nuclear warheads and (or) nuclear munitions removed from service after the expiration of the warranty period of service and (or) within the framework of the implementation of international treaties of the Russian Federation on nuclear disarmament;

    5) disposal of fissile materials, radioactive substances, sources of ionizing radiation from the composition of nuclear charges after their dismantling, both for the purpose of long-term storage and for the purpose of their complete removal from the nuclear weapons sphere.

    Citizens who are entitled to additional security in accordance with Decree No. 1563, to additional material security in accordance with other regulatory legal acts, to a pension for long service provided for by the legislation of the Russian Federation or a monthly supplement to an old-age (disability) labor pension established by persons those who held positions in the bodies of state power and administration of the USSR and (or) the RSFSR, public positions of the Russian Federation or public positions of the federal public service are assigned additional security in accordance with Decree No. 1563 or one of the specified additional payments at their choice.

    Thus, in terms of legal force, the regulatory legal acts regulating additional monthly material support are diverse: the Federal Law, decrees of the President of the Russian Federation, decrees of the Government of the Russian Federation. At the same time, the Federal Law and decrees of the President of the Russian Federation set out the categories of citizens, the amounts and grounds for paying additional monthly material support, and the Government decrees set out the procedure for calculating and paying additional monthly material support.

    DEMO (additional monthly financial support) is an additional financial assistance provided to certain categories of citizens of the Russian Federation. Funds for additional payments are allocated from the federal or regional budget. It is appointed by the branch of the Pension Fund. Additional payments are made simultaneously with the basic pension received by a person.

    Who is eligible to receive a DEMO

    The decree on the appointment and regulation of DMO was approved by the President of the Russian Federation on March 30, 2005. According to decree N 363, the following have the right to establish this monetary surcharge:

    1. Veterans of the Great Patriotic War (WWII) and people who received a disability in the course of participating in its hostilities.
    2. People who have acquired a disability in the course of hostilities.
    3. People with state military awards of the USSR.
    4. The military, who were in the service in institutions that were not listed as part of the main army.
    5. Dowager wives of military people who died during the Second World War, Finnish armed clashes and military confrontations with the Japanese Empire.
    6. Widowed wives of disabled veterans of the Great Patriotic War.
    7. People who survived the siege of Leningrad.

    The following people are included in the list of those entitled to the assignment of the added financial fee:

    1. Heroes of the USSR and the Russian Federation;
    2. People with the Order of Lenin;
    3. People awarded the Order "For Merit to the Fatherland" of any of the existing degrees;
    4. People who have been awarded the Order of Glory three times;
    5. Holders of the State Prize of the USSR, the Russian Federation and Lenin;
    6. People who have orders "For Service to the Motherland in the Armed Forces of the USSR" of all existing degrees;
    7. Winners of the Olympic and Paralympic Games.

    The monetary amount of DMO (additional material support) in 2019-2020


    The amount of the official allowance was approved in 2005 and has remained unchanged since then. The following categories of people can receive 1000 rubles:

    • WWII invalids and veterans;
    • underage, prisoners who survived their stay in concentration camps.

    The right to receive 500 rubles is held by:

    • the military, who were in the civil service during the Great Patriotic War in organizations that were not part of the main army;
    • widows of the military who died during the Great Patriotic War, men who received a disability during it, who died later, the Finnish and Japanese wars;
    • people who survived the siege of Leningrad;
    • concentration camp prisoners who were adults at the time they were there.

    How is DEMO assigned to the FIU

    Due to the fact that, according to the decrees of 2005, payments of cash assistance were assigned according to documents stored in the archive of the Pension Fund, there is no need to submit a special application, the surcharge is assigned automatically.

    People who are eligible to receive it, but for whom it is not established, need to apply to the local branch of the FIU for them to appoint.

    Attention! Citizens of Russia permanently residing abroad, but having the right to assign a DEMO, can also bring their application to the Pension Fund for the assignment of additional payments to them.

    The allowance is only eligible if the person meets the criteria described in the relevant presidential decree.

    Pensioners who receive two pensions from various authorities are assigned additional monthly material support (DEMO) in connection with the 60th anniversary of the Victory in the Great Patriotic War of 1941-1945, as well as disabled people due to military injuries, provided that documentary evidence is provided that the payment of the specified security is not produced by another body providing pensions.

      If these pensioners are deprived of state awards and titles or it is established that they receive additional monthly material support (DEMO) on the basis of inaccurate or unfounded data, the payment of DEMO is terminated.

      The payment of DEMO will be resumed if the pensioner is restored in the rights to state awards and titles.
