Although if you use different shades of colored paper it will also turn out quite interesting. Let's start with the simplest version of a paper garland, just cut up a bunch of hearts and sew them together (close to each other or at a greater distance).
If you decide to make large distances between the hearts, before sewing them together, place thin paper, then simply tear this secondary paper and throw it away, and the seam between the hearts will look neat.
Or you can cut out “double” hearts (connected at the tops) and simply paste them over a beautiful thread - it turns out quite cute.
Or make holes in the hearts, as shown in the photo below, and string them on a thin ribbon.
In this case, it is better to make cardboard hearts.

You can go further: make double hearts. To do this, we cut out two strips of different sizes, bend the strips again in the middle, and then, placing the smaller strip inside the larger one, fasten them together with a stapler. This garland can be made short and hung on a chandelier.
Or you can use a stapler and the same strips of paper, as shown in the photo below. We also bend the strips in half, but now the place of the bend will be not the bottom, but the top. You can start not with the heart, but simply with a strip folded in half, insert it into another strip folded in half, but now just above the fold we fasten them with a stapler, bend the ends of the last strip down and insert them into the next strip folded in half and again, stepping back from the fold, fasten their stapler, etc. It turns out not just a garland of hearts, but a kind of paper curtains made of hearts.
A garland made of hearts with “tails” looks good. To create them, cut out 5 strips: one short, two medium and two long. You can make slightly different hearts with tails, in which case you will need glue. We cut out strips of paper of different sizes, bend them in half and glue everything together at the fold. In fact, glue is a universal assistant in creating a paper garland. So, for example, ready-made paper hearts can be joined together not with threads, but simply glued together.

If possible, you can buy heart-shaped napkins at the store. Make a base from dry twigs and wrap it with thread and napkins.
Or you can decorate these napkins with your own hands. To do this you will need colored wax (preferably red), parchment paper and an iron. Grind the wax on a grater, pour the resulting shavings onto napkins, and place parchment paper on top. Then we carefully move a slightly heated iron over the paper. The wax will melt and give the napkins an unusual texture and color. We cut out hearts into the center of each napkin, sew 2 napkins together, straighten the edges, and tie them to a ribbon or thick thread.

To do this, you will need a heart-shaped balloon, inflate it, wrap it with red or pink thick threads, and cover the product with several layers of PVA glue on top. Leave to dry for about 12-24 hours; for easier drying, the ball can be placed in a jar or glass. Then you pierce the ball with a needle and pull it out into one of the holes. Such a thread heart can be decorated with electric garlands, just place a short garland inside, but for this, at the bottom, at the stage of winding the threads, you need to leave a large hole so that it is convenient to place the selected garland in the finished heart.
4. We make a heart from threads and long balls.
Inflate two long balloons, tie each end together, wrap them with thread, cover them with several generous layers of PVA glue, and leave to dry. After drying, pierce the long balls with a needle and remove them from the thread sheath. Then connect the ends of the thread blanks together, as in the photo below, while forming a heart. For strength, the ends can also be glued with PVA glue. The finished heart can be hung on a ribbon, thus decorating a window or chandelier.
5. Volumetric heart made of threads.
Inflate a heart-shaped balloon, cut thick threads into short pieces, soak them in PVA glue, and cover the heart-shaped balloon on top. Lay the threads not just evenly, but in the form of waves; according to this pattern, you need to completely cover the entire ball. After the threads have dried, the ball can be pierced.

2-3 . Now at the bottom the heart should expand and split into 2 halves. To extend the weave in the middle, place an additional lace and braid the ends with a square weave.
4 . And then tighten it.
5-8. Braid the resulting 6 ends together (rectangular weave):
Alternately place the top ends down and the bottom ends up;
Intertwine them with the right and left ends;
Tighten the entire weave.
