Who is eligible for preferential military veteran status?
The fifth article of Law No. 5-FZ lists the following groups of military personnel who are entitled to a discount book:

- THE USSR;
- United Forces of the Union of Independent States;
- CIS member countries;
- served in units in which, according to the laws of the Russian Federation, military service is provided;
- awarded:
- orders and medals of the USSR and the Russian Federation;
- diplomas and thanks from the President of the Russian Federation;
- departmental signs.
The above persons must meet the following fundamental criteria (one of):
- have at least twenty years of total military service;
- receive disability due to:
- injuries;
- contusions;
- illness caused by performance of official duties.
Algorithm for obtaining the status “Veteran of Military Service”
- The initiative belongs to the applicant who meets the legal criteria. Such a person should:
- collect a package of supporting documents;
- write a statement in the prescribed form;
- submit to the government agency for a decision.
- Civil servants do the following:

Where to contact a potential veteran
The President of the Russian Federation, by Decree No. 501, approved the procedure for government agencies to assign veteran status to retirees. In the first paragraph of this, powers are transferred to federal authorities that provide for military service. Therefore, the applicant should:
- determine the Ministry or department corresponding to the one in which the service took place;
- contact:
- to the regional office (if there is one);
- to the central authority.

List of documents
The applicant is required to document compliance with all the criteria specified in the fifth article of Law No. 5-FZ. For this purpose, originals and copies of the following documents are collected:
- passports of a citizen of the Russian Federation;
- confirmation of length of service in one of the military formations (issued by the corresponding personnel department of the unit or government agency);
- work book (relevant for retirees of the Ministry of Internal Affairs);
- certificate of disability;
- confirmation from a medical and social examination of the causes of disability;
- application in the form established by the department (issued by the personnel department);
- award documents of the established form.
Military service, as a rule, is carefully recorded in the personal file. But if you have any questions, you must contact the archives department of the relevant federal agency.
Hint: 20 years of service includes periods of service in all formations classified as military by the laws of the Russian Federation.
Some nuances of working with documents
The applicant is required to bring a complete package of first copies of papers to the relevant government agency. If there are awards, they should also be attached to the documents. Just an order book will not be enough.
The receiving party is obliged to carry out the following activities:
- verify the authenticity of the data provided;
- make copies of papers;
- reassure them;
- return the originals to the applicant.
Is preferential length of service taken into account?
In military formations, under certain conditions, length of service is accrued on a preferential basis. For example, for fulfilling a duty in the Far North. Thus, the formal length of service of a retiree is not equal to the actual one. However the law directly indicates the actual length of service in performing military duty. It must be more than 20 years old.

Procedure for issuing a certificate
The document confirming preferential status includes the following information:

- veteran's personal information:

- photo;

- date of issue;

The certificate is issued according to the following procedure:
- The applicant is summoned to the authority that accepted the appeal.
- With it, a record of the issuance of the document is made in the veteran's record book.
- The veteran is asked to sign:
- in the certificate;

Case Study
Police Major V. Fefelov retired to the reserve on 02/12/18, having twenty-five calendar years of service. At the prompting of the personnel officer, he prepared a package of documents for conferring veteran status. But I didn’t have time to send the papers to the Pension Department of the Ministry of Internal Affairs. 02/24/18 Fefelov was admitted to the hospital with a diagnosis of “heart attack”. Article 5 of the Federal Law “On Veterans” stipulates the term “Military Service Veteran”.

Types of support from the state
Tax

All types of incentives for beneficiaries of military service are contained in Resolution of the Russian Federation dated 09.93 No. 941.
This issue directly concerns those veterans whose service has been more than twenty years, and those who were discharged due to health conditions. It is they who are provided with compensation for taxation (and transport).
This is an important point: often some benefits and rights are superimposed on others. That is, a veteran fits under different articles and conditions. But! Benefits are not provided in double amount. So the right of a citizen will be fulfilled only on one specific basis.
This usually applies to veterans and disabled beneficiaries. There are more benefits for people with disabilities. Therefore, many, even having a title, do not collect documents to receive various required compensations.
Regional features
Measures of regional significance include those that are established within a specific subject of the Russian Federation. Such measures are not mandatory. A silver, metallic moire ribbon is used as a background. The border of the ribbon is decorated with longitudinal stripes on both sides. Awarding the title of Armed Forces Veteran
Full compliance with veteran status is stipulated in the law of the same name dated 1995. Moreover, not only military personnel can be considered veterans, but also categories that are equated to them, these are employees of internal agencies, special services and other law enforcement agencies. Since Russia is considered the successor of the Soviet Union, this status can be obtained by a military personnel who served in the Russian Federation or in the USSR.
Citizens of the CIS countries are awarded a medal only if they already have similar awards or orders established by structures of the Russian Federation or the USSR. A citizen who has given more than 20 years of his life to military service deserves the right to receive the title of veteran.
In the absence of such a long military service, there are several more rules for assigning veteran status. Participants in armed conflicts both on the territory of the Russian Federation and in battles outside its borders can count on it. Award procedure
The initiator for awarding a citizen with the medal “Veteran of the Armed Forces of the Russian Federation” is the military commissariat or other executive authorities in regions where military service is provided. The legislative basis for the award procedure is the Presidential Decree of 1995, registered under number 501.
If a citizen independently takes the initiative, he must draw up an appropriate application and attach to it documentary evidence of the right to the title of veteran. For transport tax
Transport tax on the territory of Moscow is regulated by Law No. 33 of July 9, 2008, with the latest amendments dated November 29, 2017. Veterans of military service in the capital, as well as labor veterans, do not enjoy any preferences in relation to transport taxes.
In the Moscow region, the benefit for this category is 50% for a passenger car up to 150 hp. In the city, you will have to pay in full depending on the power of the car.
For payment of property tax
Veterans of military service in the capital are completely exempt from paying property taxes for individuals. The basis is Art. 407 of the Tax Code of the Russian Federation and Moscow Law No. 51 with the latest amendments dated November 29, 2017. Starting from 2016, the quantitative factor is taken into account when providing benefits.

An application for a voucher is submitted to the social security department. Referrals are issued to sanatoriums with which agreements have been concluded to provide services to beneficiaries.
Veterans of military service are provided with free dental prosthetic services. The referral is also issued at the social security department. A medical certificate confirming the need for prosthetics is required. Services are provided only in state dental institutions.
The budget pays for certain consumables, excluding cermets and precious metals. If desired, the veteran can make an additional payment for replacement of consumables. Benefits for the manufacture and installation of prostheses are provided once every five years.
Directions
Veterans of military service in the Russian capital are allowed to use all types of public transport for free, except minibuses and taxis.
The number of trips is not limited. You can ride commuter trains for free. When a veteran is given a discounted voucher to a sanatorium, he can travel by rail to the place of rest and back for free.
Registration procedure
The issue of assigning veteran titles to former military personnel is decided by the Ministry of Defense and other federal departments.

The assignment procedure is determined by Decree of the President of the Russian Federation No. 501 of May 19, 1995. Federal authorities are given one month to review. Afterwards, the applicant is given a certificate or receives a notice of refusal indicating the reasons.
What documents are required?
For a report requesting consideration of veteran status, you must prepare:
- copy of civil passport;
- a copy of the service ID;
- order books;
- certificates for medals;
- certificate of conferment of an honorary title;

- an extract from the personal file confirming the length of service;
- medical reports confirming the disability group, as well as the circumstances of its receipt.
Reasons for refusal
They can refuse to process documents only if the law 5-FZ “On Veterans” is violated.
For example, a detailed study of an extract from a personal file will reveal periods of service that have not been properly confirmed. Perhaps the inspectors will have doubts about some documents and additional confirmation will be needed.
A veteran of military service in Moscow who already has a certificate may be denied benefits on the grounds that he has not reached the age entitling him to an old-age insurance pension.
In Law No. 70 Art. 6 clause 2 this is a prerequisite. A citizen can obtain all the rights to the title of military veteran and obtain a certificate long before the age of 60 (55 years for women). Benefits will only become available upon reaching retirement age.

In practice, compensation is not always given in full, covering only part of the costs. It is impossible to challenge this in court, since in such matters the state usually takes the side.
Taxes
Tax benefits are provided to military veterans. They are not counted. At the federal level, it was decided to provide an exemption from property tax and partially on land. In the latter situation, a deduction from the cadastral value of the land is assumed in the amount of 10,000 rubles, from which no tax is taken.
Regions cannot cancel or challenge benefits approved by the federal government. In several regions, military veterans and some other beneficiaries were exempted from land tax.
Housing benefits
If a veteran is considered a serviceman with length of service who needs housing, then he can apply for it. This involves the allocation of money to purchase an apartment or house as his own. Veteran status is awarded after 20 years of service.

Benefits for military veterans in Moscow are the same. Residents of the capital are paid for the cost of radio and telephone. Free travel on public transport is also provided. Benefits for veterans of military service in Moscow can be provided in the form of receiving a free trip to a sanatorium.
Free pass
In large cities, travel benefits are provided to military veterans. This applies to public city transport. To do this, you need to take a discounted travel ticket, for which there is no fee. You need to contact social security. Such support in the regions is considered voluntary, but not mandatory. Therefore, demanding free travel in the absence of such an advantage would be illegal.
Payments and benefits

Those who received an illness or injury in the service can also gain status, which has become the main thing that the service life should be at least 20 years. If there is a certificate, the citizen has rights and benefits. The document is considered unlimited; it does not need to be confirmed or renewed. But if lost, it can be restored by going through a simple procedure.
Acquiring the rank of Armed Forces
Obtaining veteran status is carried out at the place of service. In addition to the application, you must provide documents confirming receipt of this title. The collected documents are submitted to the pension and personnel departments at the place of service.
The application is reviewed for 1 month, after which a decision is made. There may be both assignment and refusal of the title. If a positive decision is made, a certificate is provided. The document has an approved form that is valid throughout the country. It indicates a list of rights of a citizen.
The recipient signs to receive the certificate. This fact is recorded in a special book. The certificate bears the signature of the authorized person and the seal of the government agency. In case of refusal, the reasons for the decision, as well as the grounds, are stated.

Pensions
Law No. 4468-1 indicates the need for military service. Departmental payments are received by:
- military personnel;
- employees of state security agencies;
- employees in departments - the Ministry of Internal Affairs, the Federal Penitentiary Service, the State Border Service, the Russian Guard.
Payments will be made after reaching 20 years of service, as well as 45 years, 25 of which are length of service and 12.5 are dedicated to service. For more than 20 years of service, there is an annual increase of 3%. And with mixed experience, 1% is added.
Regional authorities have established monthly payments, but their size is different in each region. But it is in the range of 600-900 rubles. The registration procedure is the same in each subject. You need to contact social security or the MFC with your passport and ID. Payments are assigned from the date of submission of documents.
Pensions and benefits increase if you have a disability or work experience in the Far North. This applies to persons who participated in the liquidation of nuclear accidents. In such cases, citizens may be provided with other benefits.
The rights of military service veterans are protected by the state. If there are any benefits available, you should apply for them as quickly as possible. Such advantages make it possible to shift part of the costs to the state.
