    • have at least twenty years of total military service;
    • receive disability due to:
      • injuries;
      • contusions;

    Where to contact a potential veteran


    The President of the Russian Federation, by Decree No. 501, approved the procedure for government agencies to assign veteran status to retirees. In the first paragraph of this, powers are transferred to federal authorities that provide for military service. Therefore, the applicant should:

    • determine the Ministry or department corresponding to the one in which the service took place;
    • contact:

    • passports of a citizen of the Russian Federation;
    • confirmation of length of service in one of the military formations (issued by the corresponding personnel department of the unit or government agency);
    • work book (relevant for retirees of the Ministry of Internal Affairs);
    • certificate of disability;
    • confirmation from a medical and social examination of the causes of disability;
    • application in the form established by the department (issued by the personnel department);
    • award documents of the established form.

    Some nuances of working with documents

    The applicant is required to bring a complete package of first copies of papers to the relevant government agency. If there are awards, they should also be attached to the documents. Just an order book will not be enough.

    Is preferential length of service taken into account?

    Procedure for issuing a certificate


    The document confirming preferential status includes the following information:

    Types of support from the state

    Tax

    Awarding the title of Armed Forces Veteran

    Full compliance with veteran status is stipulated in the law of the same name dated 1995.     Award procedure

    The initiator for awarding a citizen with the medal “Veteran of the Armed Forces of the Russian Federation” is the military commissariat or other executive authorities in regions where military service is provided. The legislative basis for the award procedure is the Presidential Decree of 1995, registered under number 501.

    For transport tax

    Veterans of military service in the capital are completely exempt from paying property taxes for individuals.     They can refuse to process documents only if the law 5-FZ “On Veterans” is violated.

    For example, a detailed study of an extract from a personal file will reveal periods of service that have not been properly confirmed. Perhaps the inspectors will have doubts about some documents and additional confirmation will be needed.

    A veteran of military service in Moscow who already has a certificate may be denied benefits on the grounds that he has not reached the age entitling him to an old-age insurance pension.

    In Law No. 70 Art. 6 clause 2 this is a prerequisite. A citizen can obtain all the rights to the title of military veteran and obtain a certificate long before the age of 60 (55 years for women). Benefits will only become available upon reaching retirement age.

    According to Russian laws, certain categories of citizens are entitled to benefits. They may relate to different areas. Benefits are provided to veterans of military service. Moreover, they operate at the federal and regional levels. In each region their list is different.

    According to Federal Law No. 5 of January 12, 1995, a veteran of the Armed Forces can be the following persons:

For example, if a veteran is recognized as disabled, then the benefits for disability are advantageous compared to military service. No one has the right to refuse this.     Main advantages

    There are veterans of the Russian military service. These include the following advantages:

    • in the medical field;
    • prosthetic and orthopedic services;
    • payment for housing and communal services;
    • taxes;
    • funeral services.

    The list of benefits is small, but additional support systems are provided at the regional level. The regional authorities can decide for themselves whether to provide any benefits or not. The Armed Forces of the Russian Federation do not allocate money for this; payments are made from the regional budget.

    Medical field

    What benefits does a military veteran have in the medical field? These citizens can contact any government agency and receive free assistance. There will be no need to pay for doctors' services. You just need to provide identification. Examinations in public hospitals and clinics are free of charge.

    This measure applies to all government organizations. It will not be possible to receive treatment and examination in commercial centers with benefits if this is not provided by the organization.

    Prosthetic and orthopedic devices and prosthetics

    These benefits for pensioners and military veterans involve the purchase of prosthetics and prosthetic and orthopedic devices at the expense of the state. But the installation of prostheses is not compensated. It turns out that the operation itself will be paid for by the person himself. But in some regions, benefits are also provided in terms of payment for such procedures.

    Dentures are also provided. But restrictions apply: metal ceramics and expensive products made from precious metals are not paid for by the state. To apply for benefits for military veterans, you need to contact a social support organization or administration at your place of residence. The main document that provides such support is the identity. No additional paperwork is required.

    Housing and communal services

    Benefits for military veterans are provided for housing costs. They receive a 50% discount on the amount. After submitting the application, half of the funds are transferred to the designated account. Federal law does not clearly establish this advantage, so it is not always implemented successfully in the regions.

    Regional legislation should not violate federal regulations. Since it is not clearly established that veterans are provided with discounts on housing and utility services, disputes often arise in this area. They can be resolved in court.

    Funeral services

    The state guarantees the burial of a veteran at its own expense, no matter what the cause of death. This involves delivering the body, preparing, buying the site and creating a headstone. To receive benefits, family members should contact the administration or social security at the veteran’s place of residence. If the burial was carried out at personal expense, you can receive compensation.

    In practice, compensation is not always given in full, covering only part of the costs. It is impossible to challenge this in court, since in such matters the state usually takes the side.

    Taxes

    Tax benefits are provided to military veterans. They are not counted. At the federal level, it was decided to provide an exemption from property tax and partially on land. In the latter situation, a deduction from the cadastral value of the land is assumed in the amount of 10,000 rubles, from which no tax is taken.

    Regions cannot cancel or challenge benefits approved by the federal government. In several regions, military veterans and some other beneficiaries were exempted from land tax.

    Housing benefits

    If a veteran is considered a serviceman with length of service who needs housing, then he can apply for it. This involves the allocation of money to purchase an apartment or house as his own. Veteran status is awarded after 20 years of service.

    Regional benefits

    Some regions have special benefits, for example, benefits for military veterans in the Moscow region. To find out their list, you need to contact the department. If a person does not know his rights, they may not be respected.

    Benefits for veterans of military service in the Moscow region are provided in the social sphere. They can benefit from:

    • provision of housing;
    • discounts on housing and communal services;
    • out-of-turn service in medical institutions;
    • payment of pensions in an increased amount;
    • funeral assistance;
    • provision of medicines;
    • taxes;
    • provision of prostheses.

    Benefits for military veterans in Moscow are the same. Residents of the capital are paid for the cost of radio and telephone. Free travel on public transport is also provided. Benefits for veterans of military service in Moscow can be provided in the form of receiving a free trip to a sanatorium.

    Free pass

    In large cities, travel benefits are provided to military veterans. This applies to public city transport. To do this, you need to take a discounted travel ticket, for which there is no fee. You need to contact social security. Such support in the regions is considered voluntary, but not mandatory. Therefore, demanding free travel in the absence of such an advantage would be illegal.

    Payments and benefits

    The amount of benefits and their availability are determined by the regions. Not every city implements such measures. If a veteran is entitled to payments for other reasons, no one can refuse him. For example, if a disability is assigned, the state pays a special benefit. Regional authorities cannot cancel it.

    Armed Forces Veteran Status

    Veterans of the Armed Forces are persons who served in the Russian Federation and other government agencies. This status is confirmed by insignia:

    • medals;
    • orders;
    • honorary title of the USSR or the Russian Federation;
    • internal departmental signs.

    Those who received an illness or injury in the service can also gain status, which has become the main thing that the service life should be at least 20 years. If there is a certificate, the citizen has rights and benefits. The document is considered unlimited; it does not need to be confirmed or renewed. But if lost, it can be restored by going through a simple procedure.

    Acquiring the rank of Armed Forces

    Obtaining veteran status is carried out at the place of service. In addition to the application, you must provide documents confirming receipt of this title. The collected documents are submitted to the pension and personnel departments at the place of service.

    The application is reviewed for 1 month, after which a decision is made. There may be both assignment and refusal of the title. If a positive decision is made, a certificate is provided. The document has an approved form that is valid throughout the country. It indicates a list of rights of a citizen.

    The recipient signs to receive the certificate. This fact is recorded in a special book. The certificate bears the signature of the authorized person and the seal of the government agency. In case of refusal, the reasons for the decision, as well as the grounds, are stated.

    List of documents

    To obtain status, you must provide:

    1. An application, a sample of which is provided in the personnel and pension departments.
    2. Documents confirming the need to obtain status - 20 years of service, medals, orders, titles, disability.

    Pensions

    Law No. 4468-1 indicates the need for military service. Departmental payments are received by:

    • military personnel;
    • employees of state security agencies;
    • employees in departments - the Ministry of Internal Affairs, the Federal Penitentiary Service, the State Border Service, the Russian Guard.

    Payments will be made after reaching 20 years of service, as well as 45 years, 25 of which are length of service and 12.5 are dedicated to service. For more than 20 years of service, there is an annual increase of 3%. And with mixed experience, 1% is added.

    Regional authorities have established monthly payments, but their size is different in each region. But it is in the range of 600-900 rubles. The registration procedure is the same in each subject. You need to contact social security or the MFC with your passport and ID. Payments are assigned from the date of submission of documents.

    Pensions and benefits increase if you have a disability or work experience in the Far North. This applies to persons who participated in the liquidation of nuclear accidents. In such cases, citizens may be provided with other benefits.

    The rights of military service veterans are protected by the state. If there are any benefits available, you should apply for them as quickly as possible. Such advantages make it possible to shift part of the costs to the state.
